Like many of these Caribbean towns, Basseterre, the capital of the country of St. Kitts and Nevis, has a reasonably spiffy downtown (to appeal to the cruising tourists) and fairly scruffy outer neighborhoods. The appeal, of course, is mainly in the scenic outer parts of the islands.
