The Pacific waters off Lima, Peru are reportedly the most productive of fish in the world (think anchovies. sardines, and mackerel). Hence there is a corresponding abundance of fish-eating birds, especially seagulls. Since these birds, unlike albatrosses and frigate birds, can't stay aloft for hours, they need places to land. and rest. The extensive light-poles and flat piers of the Lima harbor provide just the place.
